How to fix "wsm 02120 unable to connect ot the policy access service" on UCM

1. Connect to /console
2. Follow the navigation
Environment >> Servers >>  [UCM Server] >> Configuration >> Listen Address
3. Add host of OWSM.
4. Bounce the node
